(Updated on October 25th, 2022) By the Surat Edaran (SE) Satgas Covid-19 No. 25 / 2022 concerning Health Protocols for Overseas Travel during the Pandemic Period Corona Virus Disease 2019 (COVID-19).



Established and applicable: October 25th, 2022 - until further notification

 

Overseas Traveler (PPLN) is Indonesian Citizens or Foreign Citizens who traveled from abroad in the last 14 days.

Overseas Traveler (PPLN) who enter Indonesia territory through the Airport entry point : 


A. Entry Point

  1. Jakarta - Soekarno-Hatta (CGK)
  2. Surabaya - Juanda (SUB)
  3. Bali - I Gusti Ngurah Rai (DPS)
  4. Lombok - Zainuddin Abdul Madjid (LOP)
  5. Batam - Hang Nadim (BTH)
  6. Manado - Sam Ratulangi (MDC)
  7. Medan - Kualanamu (KNO)
  8. Makassar - Sultan Hassanuddin (UPG)
  9. Yogyakarta - Kulonprogo (YIA)
  10. Aceh - Sultan Iskandar Muda (BTJ)
  11. Padang - Minangkabau (PDG)
  12. Balikpapan - Sultan Aji Muhammad Sulaiman,Sepinggan (BPN)
  13. Pekanbaru - Sultan Syarif Kasim II (PKU)
  14. Kertajati - Kertajati (KJT)
  15. Jayapura - Sentani/Dortheys Hiyo Eluay (DJJ)

B. Criteria for WNI/WNA PPLN who can enter the territory of Indonesia

  1. Comply with the provisions of health protocols established by the Government
  2. PPLN foreigners (WNA) can enter the territory of Indonesia with the following criteria:

        - Following the provisions regarding immigration regulated by the ministry in the field of law and human rights 

        - Following the agreement scheme (bilateral), such as Travel Corridor Arrangement (TCA) 

        - Obtain special consideration/permission in writing from the Ministry / Institution


C. Departure Document Requirements for Overseas Travelers from Indonesia

  1. Indonesian Citizen (WNI) PPLN aged 18 years and over who will travel to
    overseas from Indonesia are required to show a card/certificate (physical or
    digital) has received the indicated third dose of the Covid-19 vaccine (booster)
    through the PeduliLindung application.
  2. Provisions on the obligation to show the card/certificate, as referred to in number 1, excluded PPLN Indonesian citizens with the following conditions:
  • Indonesian citizens (WNI) PPLN with special health conditions or comorbid diseases preventing them from getting a vaccine are required to attach a Doctor's certificate from a Government Hospital that state the person concerned has not and/or cannot receive the Covid-19 vaccine.
  • Indonesian citizens (WNI) PPLN who have finished carrying out Covid-19 isolation/treatment and has been declared inactive to transmit Covid-19 but have not been able to get the third dose of vaccination (booster), are required to attach a Doctor's certificate from a Government Hospital which states that the person concerned is no longer active
    transmit Covid-19 or Covid-19 recovery certificate.

D. Document Requirements for Arrival of Overseas Travelers to Indonesia

  1. Download the PeduliLindungi application and filled e-HAC Indonesia
  2. Show the card/certificate (physical or digital) that has received the Covid-19 vaccine19 second dose at least 14 (fourteen) days before departure written in English, other than the language of the country of origin.
  3. The obligation to show a Covid-19 vaccination card/certificate, as referred to in number 2, is excluded to:
  • PPLN under 18 years old
  • PPLN with particular health conditions or comorbid diseases that prevent them from receiving vaccines must attach a doctor's certificate from the Government Hospitals of the country of departure stating that they have not and/or cannot participate in the COVID-19 vaccination. 
  • PPLN who have finished carrying out Covid-19 isolation/treatment and has been declared inactive to transmit Covid-19 but have not been able to get a second dose of vaccination are required to attach a Doctor's certificate from a Government Hospital which states that the person concerned is no longer active transmit Covid-19 or Covid-19 recovery certificate.
  • For Foreign Citizens (WNA) obligation to show the COVID-19 Vaccination card/certificate (physical or digital) exempted from Diplomatic Visas and Official Visas related to official/state visits of foreign officials at the ministerial level and above, Foreign Citizens (WNA) who enter Indonesia with the. Travel Corridor Arrangement scheme 
  • Foreign Citizens (WNA) who have yet to be vaccinated and intend to travel domestically and continue international flights out of Indonesian territory it's allowed not to show the COVID-19 Vaccination card/certificate. As long as they don't leave the airport area during transit while waiting for an international flight, to be followed the requirements have been authorized by the local Port Health Office (KKP), and show the schedule of flight tickets outside Indonesia to direct transit from the departure city to the international airport in the territory of Indonesia with the final destination to the destination country. 


E. Covid-19 Protocol at Entry Point

  • PPLNs are required to undergo inspection of documents for the arrival of foreign travel to Indonesia, as referred to in letter D.
  • After checking the documents, PPLN must undergo a symptom check related to Covid-19, including body temperature checks.
  • PPLN detected have symptoms related to Covid-19 and/or have a body temperature above 37.5 degrees Celsius must undergo an examination of RT-PCR Test
  • PPLN detected don't have symptoms related to Covid-19 and have a body temperature below 37.5 degrees Celsius it is allowed to continue the journey. It is recommended to carry out health monitoring independent of the symptoms of Covid-19 for 14 days by implementing strict health protocol.
  • PPLN that perform the RT-PCR confirmation check, as referred to in number 3, is allowed to continue the journey after doing RT-PCR confirmation examination sampling and must follow the conditions as follows:

        - Waiting for the results of the RT-PCR confirmation examination in hotel rooms, rooms lodging, or residence

        - Not allowed to go out or interact with others before the RT-PCR result is Negative. 

  • As referred to in number 3, the RT-PCR confirmation examination shows a positive result; the PPLN is isolated/treated accordingly with a positive case follow-up mechanism.
  • In the case of the RT-PCR confirmation examination, as mentioned in number 3, showing a negative result, PPLN is allowed to continue the journey, and it is recommended to carry out independent health monitoring of symptoms of Covid-19 for 14 days by implementing strict health protocols.
